Greetings unto the An Tir and Tir Righ Colleges of Heralds!

In Period, It was an extremely rare individual who travelled further 
than 10 miles from their birthplace in their entire lifetime.The modern 
world is far, far different.Today, people move several times in their 
lifetime to pursue employment, climate or love, or have such moves 
thrust upon them by corporate relocations, military re-postings or 
familial obligations.Sometimes the relocation is of a short or medium 
duration, and people will want to play with the local SCA group to 
reconnect with the unique culture and camaraderie that we provide.

Such a case has recently caused the College to engage in some head 
scratching, as it has impacted submissions.When An Tir only had one 
College of Heralds, there was no issue -- all submissions went to one 
place.Even people who were temporarily out-of-Kingdom sent submissions 
'back home' for processing.Today, Tir Righ has their own College that 
Caitrina Silver Yale is doing a wonderful job of building, but having 
two jurisdictions can cause some administrative headaches.

The recent case was of a Gentle who lived in An Tir, and was temporarily 
living in Tir Righ.A great deal of confusion came about when the Gentle 
sent their submissions forms to Lion's Blood -- the An Tir Submissions 
Herald.Was the submitter from Tir Righ, or An Tir?Should the forms have 
been sent to the Tir Righ College?This has been discussed with Lions 
Blood and Silver Yale, and a guideline has been agreed upon:

The determining factor for Heraldic jurisdiction shall be the 
submitter's *PERMANENT* mailing address, as per the mundane mailing 
address written on the submission forms.

It is my hope that this ruling shall eliminate confusion in the future 
and contribute to the smooth running of the two Colleges.
