I'm not sure if that's allowable; you have a secondary (the base) with 
it "outermost" part azure, on an azure field.

If the argent mountain's base-most portion is wide enough that the 
base doesn't lie on the field at all, that would avoid the 
azure-on-azure problem, but would then need to be specifically 
blazoned, *at the least*, and may not be "issuant" at all.
