[Hartwood] 24 more hours for TUTR teachers

When you add people from off-island you start to incur travel costs unless they are extremely generous. From out of Tir Righ even more so and then there is the time element in travel. Most deans tend to use in Principality teachers as TUTR is also not all-An Tir.

An Tir is pretty big. I think just Tir Righ is sufficient, especially  
considering there are travel costs to the Island.

People are likely busy and not thinking ahead to April yet, even  
though it's just a few weeks away; maybe when the snow lets up...?
