[Utr] messages with attachments

I've sent an email (just now) to our Webmaster to see if it's  
possible to increase the message size limit for the UTR email list.

It seems that almost every email with an attachment is getting held  
up, and some don't appear to go through even after I approve them.

I don't know if it is possible to increase the size allowed or not,  
but until Thorbjorn has a change to respond to me I would suggest  
that if you are sending an attachment that you send to everyone's  
email address directly so it doesn't have to wait for Magdelena or  
myself to approve it.
