[Utr] UTR badge

Unless you want the populace possibly voting for a badge that cannot be 
registered either due to conflict or style issues (NO, NO, NO!), you 
need to allow some time (at least a week, preferably two) between 
submission of the designs and the voting to allow for the designs to be 
checked.  This would also allow for myself (or any others doing the 
checking) to possibly tweak a design (with or without first contacting 
the submitter?) if there's a minor change that would make it registerable.
