[tirrigh-heralds] New Heraldic position filled - NotificationDeputy

Sorry Charlie.

Of the 12 heraldic officers listed, only 3 are from Lionsdale.  5 from 
Lions Gate, 1 Seagirt, 1 False Isle, 1 Hartwood, and 1 from the area 
known as "Fjordland".

Not ... that I'm counting or anything....
