[Utr] UTR Project Plan - Common Forms and Binders

I suggest that the forms be online, in PDF form, fill-able or not;  
Word is not consistant across all platforms, and PDF seems to be.

Reasoning:
1) The up-to-date version would always be online and available; no  
waiting for files, no hoping someone has checked their email, and can  
be picked up from any online computer anywhere.
2) No one gets forgotten in the dissemination (was there a 'd' in that name?).
3) No form gets forgotten out of the packet.
4) When forms (and other information) are updated, an email can go  
out; at any time you want to ensure you have the most up-to-date  
stuff, go online.
