[Utr] UTR badge

Sorry, I should have included this in my email.

I'd like to ask the Tir Righ heralds for designs as well, even though that would delay the badge voting til later.

I think the more this is "out there" - the better, and getting Tir Righ's heraldic community involved could only help get the interest up.
