[Utr] UTR badge

If we are going to accept further contributions, I suggest that there  
be guidelines (as in, should refer to "learning" in some fashion,  
etc.), and that a record be kept of those badges that are  
unregisterable for any reason so that people will -know- when an idea  
has been proposed and why it was rejected.
