[Utr] UTR badge

I am formally requesting that the Silver Yale approach the Tir Righ Heralds for suggestions on the UTR  badge. I agree that the badge shoud reflect learning.

  I think the more this is "out there" - the better, and getting Tir Righ's heraldic community involved could only help get the interest up.
