[Utr] UTR at Coronet events (was: UTR badge)

I think that the four Coronet and Investiture events are way too busy
to incorporate UTR sessions. In the past, Ithra sessions were
discouraged at the four events.
Voting on a badge at a Coronet is a great idea. Holding a session...
not so great, in my opinion. The scheduling at the "big 4" are insane
right now as it is.
That said, AT War and our new A&S event are places where it would be
great to have UTR sessions (as you have already proven with AT War).
Those events don't have the same time/schedule restraints.
